Насчет строительства не знаю, а вот эксплуатационные расходы за то время, пока уже построенный дом ожидал оформления бумаг, коммерческие застройщики регулярно пытались с жильцов слупить (на уровне квартплаты за 4 месяца). Многие отдавали.
